Best way to manage credit card debt??

I'm stuck with credit card debt and currently paying around 3–4% interest every month on the outstanding balance. It's becoming difficult to manage, and most of my payment goes toward interest. Are there any better options with lower interest rates, such as a personal loan, balance transfer, or EMI conversion? Would love to hear what worked for others.
