I am currently on paternity leave and have been mailed a check with “non negotiable” stamped on it as well as no numbers at the bottom of the check,
Question: is this a valid check? I have not been paid yet for my time away and money is getting tight. The third party benefits people who handle our paternity leave are useless.
Can one deposit this check?

A non-negotiable “check” looking piece of paper is just a record of payment, not the payment itself. You may have been paid or will be paid soon via direct deposit.
No.
A check is a “negotiable instrument” in ye olde timey banking speech. “Negotiable” here means transferrable (including transferrable to the bank), so a “non-negotiable” means “you can’t give it to the bank in exchange for money.”
Call your HR people, call your benefits people, and keep calling (politely) until they’re too tired of hearing from you to continue to be useless.
