Putin is smart, when NS2 was about to be operational, USA worked very hard to stop it from ever operating. Then the war started, and EU is now is energy crisis. Many people protest the government for massive energies price. So with this offer, even Putin knew that Germany won't have a power to say yes, he would gain 2 things :
– The protest will get more extensive, because it is clear that there is a solution but the EU governments choose not to solve it.
