It's higher because of Gov Gavin Newsom and the super majority Democrat Legislature's self serving gas tax. That along with Joe Biden shutting down the use of fossil fuels in the U.S. Any competent and sane person knows that you can't just suddenly jump from one extreme (using fossil fuels) to another (no use of fossil fuels) in a rush to reach your radical climate change dreams. Since Democrats are to blame, they should be held accountable but just like Joe Biden, Newsom and other Democrats always try to blame somebody or something else for their policy decision failures.
