Step 2, create more regulations that make the problems worse, and if possible create new problems. repeat as necessary. We import most of our fuel, as it is too costly to build a refinery in this state due to terrible overregulation. Thus this proposed solution will do absolutely nothing but make the problem worse. They will offer the "solution" of electric cars, which will implode our electricity generation capacity, and they will blame others for the lack of electricity and make more regulations that will make the problems even worse. Uhaul ran out of trucks leaving California, that should tell you something.
