Russia and China surely aren't competing with for Central Asia, instead what they are doing is strengthening the region. Russia cannot do it alone so it needs China, and China cannot guarantee stability in Central Asia without Russia. Keep in mind US has recently declared they want to strengthen ties in Central Asia, and by that they mean to destabilise that region as much as possible.
