Mister Chairman. We thank American independent journalists Bruce Green and Jeffrey Brodsky for their reports, in which they presented the Security Council with objective facts around the sabotage on the Nord Stream gas pipelines in the Baltic Sea in September 2022.

They confirm our version that it was simply impossible to carry out this crime without the direct participation or at least without the cover of a state subject. This topic has been in the focus of attention of the Security Council for more than a month since our submission.

We note that no matter what format it is discussed in the Security Council, and whatever the positions of delegations on the draft resolution we proposed, virtually all members of the Council invariably condemned this crime and noted the importance of establishing the truth and those responsible.

At the same time, Western colleagues tried to convince the Council that there was no added value in international efforts until the completion of the national investigations carried out by Berlin, Copenhagen and Stockholm, and we urged them to wait until they were completed.

Well, it’s been almost ten months since the sabotage and four months since the vote on our draft resolution. The Security Council, and the international community as a whole, had no information about the progress of the investigations until yesterday. The German, Danish and Swedish authorities stubbornly did not provide any intelligible

Response to our numerous requests and appeals, neither to the message of the Prime Minister of the Russian Federation Mishustin sent in October 2022 on the need to conduct a comprehensive investigation of what happened with the participation of representatives of the Russian authorities

And Gazprom, nor to numerous notes of Russian foreign missions in this regard. We have repeatedly drawn the attention of the Council to the fact that their entire reaction was reduced to routine replies with a refusal to cooperate under extremely ridiculous and far-fetched pretexts.

Members of the Council had the opportunity to see this for themselves by receiving copies of our correspondence with the authorities of Denmark, Sweden and the FRG, which we circulated in the Council in March. These are letters S-2023-193 and S-2023-223.

About the progress of the investigations, and the wording is chosen in such a way that the authorities of Germany, Denmark and Sweden are deliberately trying to prepare the members of the Security Council that one should not expect from them investigations of any specific results.

And when it will be completed, it is impossible to say. Even more indicative is the wording from the part devoted to the Swedish investigation. I quote: further investigation will show whether someone can be suspected of committing this crime and then held accountable for it. End of quote.

From this quote it follows that the Swedish authorities from the very beginning did not set themselves the goal of identifying the perpetrators. Of course, there is no question of any inevitability of punishment in these circumstances. This is especially significant given the fact that it was the Swedes, as our speaker said

We expect the authorities of Germany, Denmark and Sweden to take concrete steps to conduct an objective and transparent investigation into all the circumstances of the incident, with the obligatory involvement of the Russian investigating authorities and other interested parties. For now, we reserve the right to conduct our own investigation.

In this context, we also drew attention to the assertion in the letter from the German, Danish and Swedish authorities that access to the crime scene is allegedly open. We proceed from the premise that in this case our investigating authorities and experts

States, if I remember correctly, are the affected states that have the right and should participate in this investigation. But, do you consider the Russian Federation the affected states? Who, in fact, owned this pipeline. Or do you include only those states that are located in the coastal zone as states affected?

We would like to proceed from the fact that the affected states still include the Russian Federation, just otherwise it would be illogical. And, therefore, we are counting on your support in getting our experts involved in ongoing investigations. Now we have much more reason to do so. And, I have one more note.

I noticed that today’s speeches, which many of our Western colleagues devoted almost entirely to the Ukrainian crisis, allow us to clearly trace the cause-and-effect relationships that guided those who committed these crimes and those who covered and are covering them.
