ladies and gentlemen good morning do Mr High Representative ministers ambassadorsemed guests it’s my great honor and pleasure to welcome you here this morning at the EU Ukraine defense industries forum we have a full house including an impressive delegation from the Ukrainian government and from Ukrainian defense industry and we hope that today will be instrumental in forging those two groups of course we will start off with a number of high level speeches these will be live streamed on EBS and this morning we also have three panel discussions with you with policy makers and industry representatives um without further ado it is now my great honor and pleasure to ask the High Representative to take the stage ladies and gentlemen the High Representative of the European Union for Foreign Affairs and security policy Mr [Applaudissements] good morning to everybody andcome to all of you and in particular to our Ukrainian guest Minister and all of you thank you for being here I know how difficult it is and how dangerous it is for you to travcially those days where the att of Russia ukraes Russia forces putting a lot of pressure on the Ukrainian lines in thebas bringing destru escalating attacks against railway infrastructure energy gr they are targeting mainly energy system dams and now also gas storage all that critical the Ukrainian def C like Kirka beauful city that I visited few constes and drones put to BB the inhit and UK def and mun and we have to increase our capacity to deliver the military aid that we promise thecis toort Ukraine Ukraine for us shouldide our strating we should be more Stratic thinking what the chenges that Ukraine is facing respibility for the Europe our ability to deliver more quickeriles AR ammun an aircraft systemsely and quickly to Ukraine is a matter of life and death for thousands of Ukrainian civilians and their militaryel it’s our security which is a stake con we have to do part we have to do part I know that Sever initia by European Union and member states are under the US milit ass will come they have l month but we have to do our part this with the groundaking role of the 21st century technology like drones drones destroying the most advanced tanks is revolutioning warfare and we have learn a l from the ukraini in I was February and visited one of the more than Ukrainians drone producers and I saw how necessity poers innovation drones and electronic warfare made in Ukraine could become leaders they have been reaced because they have their so yes and we should this for with concr proposal toort these Ukrainian producers and innovat theoperation we want topire today must go [Musique] to step up structurally our industrial defense Capac this key in a long of like this one this is why when presenting recent the first European def industrialaty we immediing on the integration of Ukrainian def companies into the European Union defense industrial ecosystem we have to integrate the Ukrainian defense capacity from the industrial point of view with ours and in concrete terms this means particularly to Prom JO procur between Europeans and Ukraine defense industries there is a lot of capacity in Ukraine they need funding that’s why this forum gathers us today it should serve to identify concrete opportunities for Jo initiatives between Ukrainian and European companies boosting Ukrainian industrial production helping Ukraine toarm and Fing we don’t start from zero a lot of cooperation is already happening several European companies recently entered into Ventures in [Musique] Ukraine to Mo REP and mainanceoser to the front but also to produce artillery ammunition yes something has been done already we don’t start from scratch but we need to go further we open a new innovation office in k later this year to facilitate match making between ukrainianups and defense companies we associated the European defense agency to this in the field of autonomous syem for military Logistics but I repeat financing is key in all these efforts we just establish a new Ukrainian assist fund with an envelope of 5 billion euros within the European Peace Facility and once the Member States have agreed on using the revenes esteaming from Russia’s immobilized assets these resources will be channel towards Ukraine to address their pressing military needs and directly to the Ukrainian defense industry this is my firm intention this money has to be channel to Ukraine in order to make the Ukrainians able to produce by themselves in their territory savportay we be we have to be more creative and exploring new ways to delivering military ass to Raine Denmark exleting the inves indching equ from Raan companies or from European and Ukrainian John Ventures establish in Ukraine is an option that we will explore together with the Member States yes like nearly everything else in this innovation ity is essential to pr the military equipment that Ukraine needs can be rap make together with them speak Europe finds can together both parties will find the value that RA def industry is rapidly growing last year the production of weapon and military equip tripl this year incing our capacity of production ammun but m States must also pass contract so that these ammunitions can s to and we need and make to replicate europeat by the new Europe def industry program whose is to incre europeat me not only to support Europe first this is why we will open a def innovation office in to create a bridge between EU innovativeups and compies and forces so that Europe can help représentant monsieur le ministre mesdames et messieurs en en vos titres grade et qualité tout d’abord permettez-moi de saluer l’organisation de ce 3e Forum de l’industrie de défense en soutien à l’Ukraine après les précédentes éditions réussies de Kiev et Washington il était pour nous essentiel que la Belgique dans le cadre de sa sa présidence du Conseil de l’Union européenne poursuiv ce travail indispensable du renforcement de la base industrielle et technologique de défense ukrainienne et européenne c’est pour cette raison que nous avons directement salué et soutenu l’initiative proposée par Monsieur Borel et le service européen d’action extérieure d’organiser ce forum en Belgique à Bruxelles par l’organisation de ce forum l’Union EUR démontre une fois de plus son engagement au côté de l’Ukraine pour mener la résistance à la seconde invasion russe contre son territoire depuis 2014 et aussi contribuer à la modernisation de son armée et soyez sûr que la Belgique est clairement partie de cette dynamique de soutien avec cette nouvelle guerre menée par la Russie contre son voisin et à l’affirmation de plus en plus hostile de la Russie contre de nombreux pays du continent il est impératif que l’Europe s’adapte et adopte un rôle plus géopolitique cette Europe géopolitique doit maintenant pouvoir adresser des sujets qui dépassent les dimensions politiques ou économiques pour inclure également une dimension militaire forte avec l’installation de la guerre dans la durée le renforcement des capacités de production industrielle européennes au service d’une plus grande autonomie stratégique ont pris une importance capitale l’Europe doit intégrer une nouvelle réalité ajuster son rôle en mobilisant ses ressources de manière coordonnée de manière complémentaire nous devons envisager que notre sécurité passe également par un réinvestissement dans dans un outil de défense suffisamment robuste pour être dissuasif et si nécessaire suffisamment résilient pour soutenir un effort de guerre et comme j’ai pris l’habitude de le dire il n’y a pas de défense forte sans une industrie forte pour la soutenir et une économie forte est indispensable à une puissance forte pardon c’est le beau temps en Belgique la réindustrialisation et l’innovation sont donc deux éléments de base pour notre capacité à garantir notre sécurité sur le long terme tant dans le domaine militaire que dans le domaine civil à cet égard les actions que nous menons aujourd’hui sont essentiel pour soutenir l’Ukraine dans son combat mais comme cela a déjà été dit ces efforts sont tout aussi importants pour notre propre sécurité notre avenir se dessine aujourd’hui il se construit aujourd’hui car nous devons reconnaître avec lucidité que les dépendances industrielles que nous avons développé ces dernières années s’avè aujourd’hui notre plus grande faiblesse nous le savions avant la guerre en Ukraine et nous le constatons de manière encore plus aigue aujourd’hui lorsque nous devons apporter notre aide à l’Ukraine pour soutenir sa défense ou reconstituer nos propres stocks de munitions dans les prochaines années notre principal défi sera d’approfondir les capacités de nos outils de défense pour agir de manière plus autonome dans la protection de notre continent si nécessaire la coopération reste le meilleur moyen de relever ensemble les défis communs dont l’aide militaire apportée à Raine fait intégralement partie c’est ça aussi l’Europe de la défense et c’est dans cette optique que l’industrie de défense belge est plus mobilisée que jamais pour soutenir l’Ukraine dans la modernisation de ses forces armées tant à court qu’à long terme comme nous le faisons dans le domaine du déminage ou encore dans la modernisation de la capacité aériennes avec les F16 comme en témoigne également notre notre adhésion à la déclaration de sécurité du G7 lors du sommet de l’OTAN à Vilnius l’année dernière et nos efforts Contin continu pour finaliser un accord bilatéral de sécurité avec l’Ukraine il est je pense important de souligner à quel point ces actes fondateurs participent au développement d’une base industrielle de sécurité de défense européenne solide et durable ainsi qu’à offrir une perspectives et des garanties à long terme pour l’Ukraine et sa sécurité c’est aussi la preuve de notre engagement à soutenir l’Ukraine non seulement pendant cette guerre de libération mais aussi à plus long terme pour lui donner les moyens de son autonomie la poursuite de la mise en œuvre de la nouvelle stratégie industrielle européenne de défense est également crucial à cet égard faisant le lien entre le soutien à l’Ukraine et le renforcement de l’ stratégique de l’Union européenne mesdames et messieurs à travers l’organisation de ce forum nous apportons la démonstration de notre unité et la capacité de l’Union européenne à agir en tant qu’acteur de la sécurité mondiale nous vrons pour le développement de programmes communs qui favorise une meilleure interopérabilité entre les forces de défense européennes tout en nous appuyant sur nos industries en Belgique l’accent a été mis sur le renforcement de la base industrielle avec pour la première fois un budget d’ 1,8 milliard d’euros pour stimuler la recherche et le développement dans le domaine de la sécurité et de la défense ce plan ambitieux c’est un signal clair aux entreprises du secteur de s’engager davantage dans l’innovation le développement des compétences et la relance de la production industrielle en investissant dans la recherche et le développement au niveau belge et européen nous stimulons notre économie par l’innovation l’acquisition de nouveaux savoirs de nouvelles compétences ainsi que l’ancrage de retour industriel et d’emploi cela illustre clairement la dimension plus large de nos forces armées la défense n’est pas uniquement un acteur de projection de force à des kilomètres de notre territoire national c’est également un outil sociétal formidable elle est un vecteur de promotion sociale et doit devenir un acteur industriel de premier plan aujourd’hui il y a donc ce momentum nous avons une stratégie une vision ambitieuse à long terme avec un budget conséquent pour permettre à nos défenses de jouer un rôle moteur dans l’innovation et nous avons un tissu industriel qui qui dans de nombreux domaines est à la pointe les retours d’expérience du conflit en Ukraine doivent nous guider ce sont des enseignements précieux qui doivent orienter nos priorités d’investissement nous inciter à renforcer nos collaborations et surtout être beaucoup plus complémentaire afin de garantir suffisamment de rendement ce n’est pas qu’une question de soutenabilité économique mais aussi une question d’autonomie stratégique pour l’Europe afin de limiter nos dépendances et garantir à nos défenses d’avoir la profondeur suffisante pour absorber des chocs cycliques car nous gardons tous l’espoir de revenir à une situation de paix mais avec lucidité dans ce contexte l’innovation doit être au cœur de notre démarche notamment à caractère dual à la fois civil et militaire car les investissements d’aujourd’hui dans notre industrie de défense ne vise pas uniquement à protéger nos citoyens mais également à assurer notre prospérité économique sur le long terme parallèlement au soutien indéfectible que nous continuons à apporter à l’Ukraine nous devons nous définir un horizon temporel pour atteindre notre autonomie stratégique nous avons quelques années devant nous 15 ans au maximum pour reprendre le contrôle de notre tissu industriel européen afin d’être à la pointe de la technologie cela implique d’établir des lignes de production au minimum de limiter les dépendances au mieux de contrôler l’ensemble de la chaîne de valeur et surtout innover continuellement étant donné l’interdépendance étroite entre la technologie et nos modes de vie la sécurité de notre continent repose sur cette capacité à innové un principe démontré par l’évolution rapide de la technologie depuis les premiers vols aériens motorisés au début du 20e siècle en passant par la conquête de l’espace jusqu’à l’émergence de technologies avancées telles que le GPS les drone l’intelligence artificielle ce rythme soutenu d’innovation l’accélération des changements sont le moteur de notre époque et doivent orienter notre stratégie industrielle en adaptant continuellement notre approche pour répondre aux défis émergents et aux opportunités du futur nous vivons une époque décisive pour notre génération et cell qui vont nous suivre avec une stratégie claire et une vision ambitieuse sur le long terme lesquelles seront au service de l’Ukraine aussi longtemps que nécessaire la défense belge est pleinement engagée à apporter sa contribution à cet effort collectif depuis le début de la guerre le soutien militaire belge fourni à l’Ukraine s’élève à 1.2 milliard d’euros dans tous les domaines de collaboration la Belgique essaye à chaque fois de se distinguer par la plus-value qu’elle peut apporter en complément des autres contributions de partenaires afin de renforcer les capacités actuelles de l’armée ukrainienne et de la moderniser et ainsi lui permettre de se défendre à plus long terme nous l’avons fait dans certains domaines de niche par exemple avec la fourniture de laboratoire mobiles projetable en cas de menace CBRN ou la fourniture de drones sous-marins je terminerai en vous remerciant pour votre présence pour votre engagement dans la défense de l’Ukraine et de sa population je suis convaincue que les discussions de ce forum apporteront des perspective nouvelle pour une base industrielle et technologique de défense moderne et résilience et résiliente au service de l’Ukraine et au service de l’Europe merci beaucoup [Applaudissements]

Today the EU will host the EU-Ukraine Defence Industries Forum in Brussels.

Over 350 representatives from the EU institutions, governments, European and Ukrainian defence industries, industry associations, key partner countries and organisations will gather to strengthen defence industrial cooperation between the EU and Ukraine.
