Question on claiming parents on SS as dependents

Hello,

My parents live with me and I support them financially – i.e; they don't pay rent, utilities, I buy majority of the groceries, etc.

My dad's benefit is $18,500 and my mom's benefits are $14,000

Would they qualify as being my dependents? When I go through FreeTaxUSA, there's a question of whether they make $5,400 in income. So I guess my question is really- does social security benefits count as income for this purpose?
