Basically summed up in the title but:

I incurred a federal tax debt in the 2023 tax year and have been on a long term installment plan since mid 2024. I’ve never missed a payment and should be finished paying it off this year, about three years earlier than planned. I’ve seen the language regarding the federal government levying state refunds and it is “may”, “can” etc.

Are there exceptions to them taking the state refund and applying it to my federal tax debt or is it a certainty that I won’t be getting it?

Will the IRS levy my state refund if I’m current on installment plan from 2023 debt

Nope, the refund is going to be offset unless its small and not worth it.
