In a recent CE class, there was a portion telling us about CA SB 1: "Gross Income Exclusions: Uniformed Services Retirement Pay & Survivor Benefit Plan Payments".

The rules can be found in an FTB analysis, but, basically a qualified taxpayer can get up to $20K tax free if under income amounts.
    https://www.ftb.ca.gov/tax-pros/law/legislation/2025-2026/SB1-022025.pdf

But, when I look to find the actual bill text, it seems the bill failed.

The CE provider is long-standing and the written materials were dated May of this year so a failure of the bill would certainly be known by that time. Am I not searching hard enough or did the provider make a mistake?

Can a qualified taxpayer in California exclude up to $20K in survivor retirement benefits?
