I am a first-year graduate student in California. I am fully funded by the university, including tuition and most living expenses, and I also received a fellowship during my first year. At the same time, I worked a part-time on-campus job for around 80 hours per quarter.
I received my W2
Box 1. (Wage)= 5K
Box 2. (Withhold) = 500$
As an F-1 international graduate student filing taxes as a nonresident alien, would including my Form 1098-T increase my tax refund or make me eligible for any education credits, even though Box 5 (scholarships/fellowships) is almost 25K
which exceeds Box 1 (qualified tuition and related expenses = 10K)
Have seen some fellows (international as well) gain more refunds
They work as TAs. I'm not sure whether box 5 on my 1098-T matches mine.

Not sure the specifics of being an international student affect your tax return, but you can’t use education expenses that are paid via a non-taxable scholarship for the education credit.
As a grad student, the rules may be different (AOC vs LLC)
