I owe $1,800 in federal taxes. I haven't received a notice about wage garnishment or levy. Would it be safe to make payments every month online on my IRS account without doing the payment plan?
How long will it take you to pay the balance due in full?

No, it would not be safe. It does not prevent them from moving forward with collections. What would be the purpose of NOT doing the payment plan? It’s easy to set up and it stops other enforcement actions.

You need to set up a payment plan to prevent adverse action. But it takes years for them to get to that point.

Don’t fuck around with them, they not like capital one. They will bury you with penalties and interest. They dgaf. Do the payment plan. And be done with it.
Also if you owe the fed you likely owe the state. The state will take much longer to figure shit out but you will still owe the interest from the year of your tax return.
I say this with love, don’t play with taxes. Good luck bro.
