The excavation and extraction cost of the Rare earth metals are extremely high. The cost I am referring in my earlier comment is only the cost of the NdFeB permanent magnet cost. An Indian scientist view on mining control
Development of NdFeB magnet is perfected by DRDO and the technology is transferred to MIDHANI, Hyderabad. Since the manufacturing cost itself exceeds several rupees than those sold by the Chinese, the production was not launched in big scale – only limited to Govt. labs. This is mainly due to the difference in the cost of the raw materials – the rare earths. Our government should tighten the mining licence. Minerals are looted.
Mining is licences to by Vedanta, Jindal Hindalco Special steel or bimetal manufactured by Tatas were not encouraged
India is a country that hates reforms, it is supremely difficult to bring change in India.
It should be written in every bill passed my parliament. Review the bill in 10 years
Unless Indian Bureau of Mines who is responsible for looking after running of the mines as per Mining Plan ,changed its attitude and should work as Nodal with many Government departments and Mine owners,hindrances will always be there.

Congress party and UPA governments were highly corruptive. So reforms in all sectors is the need of the hour and this requires updation of old laws as per the times today.
Import of minerals which are available should, either be restricted by levying highest Import duty or ban completely.

Corruption at state level, ex. Gaali janaarthanareddi, illegal mining of minerals, us very high. So tightening screws, to avoid Corruption, is must.
It would be nice to get some info over Russia Ukraine situation, Russia has stationed 28 battalions over Ukrainian border, it's coercive diplomacy as usual.
In my opinion you should revisit your silver mining part of story.

You make a compelling case for mining. I learnt a lot. Unfortunately all coal , petroleum and diamonds come from our oldest forests. The recent devastation in assam is tragic. At least china has posted a date for getting off coal. What is Indias plan ? Secondly diamond mine in the forests of MP.Where is the justification for that?Diamonds are not essential. New technology allows creation of diamonds via atmospheric carbon capture. Why not leverage that? Only the state can take a call on protecting our natural heritage as opposed to selling it off ! Kya prakriti ko bachana mumkin hai ?

This pure virgin forest of Hasdeo Arand once lost under mining will never gonna be recovered .
How Manganese got no use in Iron&Steel industry? 90% of the Mn produced is used in the steel industry.
